August, 2009 – We’re not standing aside of the “Electronic Russia” program.

Once Electronic Russia program has been launched (2002-2010) the matter of realization and implementation of the so called “electronic government” and appropriate electronic services became vital to every governmental and municipal entity within the country.  Speaking of Kaliningrad region a number of users of the internet is over 90000 including 23700 of ADSL consumers.  Equipping level of government authorities in the region is reaching 98% and 86% amongst their local self-government institutions.
 
Presently a work on the preparation of the “Development of the information society and formation of the electronic government in Kaliningrad region in 2009-2001” program of Kaliningrad government is under its way and main attention is paid to communication with the citizens by means of electronic forms to support government and municipal services over the internet where an “Internet-reception” is one of the methods for easier interaction.
 
For optimum distribution of the workload among administrations and departments on the appeals from the citizens and business society to Kaliningrad government regarding various requests, instances, solicitations, etc. our company has been hired to automate the existing manual process of such applications, such as:

• Message receiving
• Message conversion into an electronic form
• Message entering into “Delo” database for giving to the document an official status
• Document review by the administration

 
A proposed service is assumed to be available online and more importantly will be totally automated to avoid any manual human interference.  The system will allow the applicants to keep track on their requests by an e-mail and the feature which will provide the following two options:

• An answer to the request (and the applicant will be prompted with an invitation to take the official document);
• An applicant will be receiving emails informing on the steps or stages his/her request is proceeding.

 
The system will be functioning on cluster with a high level of accessibility and RedHat Enterprise Linux 5 Advanced Platform as an operating system, kernel version 2.6.18-128, and cluster will be working RedHat Cluster Suit.  All portal zones will be developed to support any operating system and browser based on HTML 4.01 XHTML 1.0 and CSS 2.0 standards.  Estimated loading capacity is no less than 250000 visits a day.
